Colin Roskey, FHP Strategies

Colin Roskey is a former U.S. Department of Health & Human Services (HHS) Deputy Assistant Secretary and Senate Finance Committee Counsel with 20 years of health care law and policy experience in the public and private sectors.

As a Senate Finance Committee Health Policy Adviser and Counsel, Colin worked on a small team responsible for Medicare, Medicaid, and private insurance policy development on behalf of Committee Chairman Chuck Grassley (R-IA). Colin advised Committee Members on all aspects of Medicare Parts B, C, and, ultimately, D, during the George W. Bush administration. He also managed the Chairman’s initiatives in combatting Medicare and Medicaid waste, fraud, and abuse, and supported the Judiciary Committee and the Department of Justice in their work on several high profile federal False Claims Act cases important to Senator Grassley.

Colin also served at HHS as a Deputy Assistant Secretary for both Oversight & Investigations and Mandatory Health Programs, interacting with a wide range of senior departmental decision makers and Members of Congress and their staff.

In addition to congressional oversight portfolio issues, Colin's work at HHS spanned a variety of subject areas, including Medicare and Medicaid payment policy, Part D drug reforms, structural changes to insurance design, price transparency, and provider burden reduction.

At Federal Health Policy Strategies (FHP Strategies), Colin represents and advises health care providers, suppliers, and product manufacturers before Congress on legislative, regulatory, coverage, and payment issues arising out of Executive Branch decision making and pending legislation. He specializes in payment system update and redesign initiatives, and in securing favorable legislative outcomes for priority initiatives among diverse health care stakeholders.

Colin holds a B.A. in history from the University of Massachusetts and a J.D. from American University Law School.
