Laurence Wilson, FHP Strategies

Laurence Wilson is the former Director of the Chronic Care Policy Group and Senior Executive at the Centers for Medicare & Medicaid Services (CMS) with more than 30 years of health care policy experience.

In his leadership role at CMS, Laurence was responsible for payment and benefits policy on a broad range of Medicare health care benefits and payment systems, including post-acute care, hospice, durable medical equipment, dialysis, and various hospital services. He was responsible for the implementation of legislation and regulatory development for the Medicare fee-for-service program, and directed the design and implementation of a number of key Medicare reforms, including the establishment of new payment systems for post-acute care and dialysis, modernization of benefits policy related to medical devices, and the competitive bidding program for durable medical equipment.

While at CMS, Laurence was also responsible for administering the Agency’s process for the coding of drugs and medical devices, and for shaping policy related to Medicare’s coverage of medical devices. He led recent efforts to modernize Medicare’s home health and skilled nursing facility payment systems, refine durable medical equipment payments, and create payment incentives to foster innovation in dialysis care.

Laurence regularly worked with a variety of stakeholders, including providers, associations, health technology manufacturers, and patient organizations, on critical health care policy issues related to the scope of Medicare benefits, coverage, and payment. He also worked closely with key congressional staff on Medicare policy priorities and testified before Congress on numerous occasions, including testimony before the Senate Finance Committee, the Senate Homeland Security Committee, the House Ways & Means Committee, the House Energy & Commerce Committee, and the House Small Business Committee. Finally, he coordinated with key government agencies on a variety of health care initiatives, including the White House, Office of Management and Budget, Medicare Payment Advisory Commission, other Health & Human Services agencies, the Veterans Administration, and the Department of Justice.

At Federal Health Policy Strategies (FHP Strategies), Laurence uses his knowledge and experience with Medicare and other health programs to assist clients in navigating the complex legislative and regulatory environment of our country’s ever-changing health care system. In this role, he provides strategic and technical guidance to health care providers on a broad range of Medicare payment, coverage, and other policy issues, advises health technology manufacturers pursuing Medicare coding, coverage, and payment for their products, and facilitates effective communication with federal agencies on complex regulatory matters. His expertise in areas such as post-acute care, dialysis, and other Medicare payment systems—the development and implementation of which he led while at CMS—offers clients unique policy insight and informed guidance in addressing emerging issues.

Laurence holds a B.A. in political science and a master’s degree in public administration from the Pennsylvania State University. He is also a recipient of the Presidential Meritorious Rank Award for Senior Executives.
