Rudy Missmar, FHP Strategies

Rudy Missmar is a former Partner at a large law firm and reimbursement consultant at Avalere Health with 15 years of health care policy experience.

Rudy focuses his practice on navigating the complex reimbursement challenges that innovative medical technologies and services may face. Specifically, Rudy assists clients with coverage (i.e., National Coverage Determinations (NCDs), Local Coverage Determinations (LCDs), and benefit category determinations), coding (i.e., HCPCS, CPT and ICD-10), and payment (i.e., Medicare Severity-Diagnosis Related Group (MS-DRG) reclassification, New Technology Add-on Payments (NTAPs), New Technology APCs, and drug and device pass-through status) issues for new and existing medical technologies and services across all settings.

His clients include pharmaceutical, biotechnology, medical device and durable medical equipment manufacturers, private equity investors, and professional and trade associations. Rudy’s practice also encompasses payment and regulatory policy affecting hospitals, post-acute care providers, and dialysis facilities. He regularly represents clients in matters before the Centers for Medicare & Medicaid Services (CMS), Medicare Administrative Contractors, the HCPCS Workgroup, and the American Medical Association CPT Editorial Panel and Relative-Value Update Committee.

Prior to joining Federal Health Policy Strategies (FHP Strategies), Rudy was a Partner in the Health Care Group of a prominent international law firm based in Washington D.C. where he worked for 10 years. Rudy also worked as a consultant at Avalere Health in Washington, D.C., where he focused on Medicare and Medicaid policy, and reimbursement strategy for drugs and biologicals.

Rudy received his J.D. in 2007 from the Georgetown University Law Center. In 2002, he received a B.A., magna cum laude, from the Georgetown University School of Foreign Service, where he was elected to Phi Beta Kappa and Alpha Sigma Nu.
