Tom Scully

Tom Scully is the former Administrator of the Centers for Medicare & Medicaid Services (CMS) with more than 30 years of experience in health care public policy.

Tom led CMS under President George W. Bush, where he oversaw the Medicare, Medicaid, and CHIP programs. CMS is the largest agency in the U.S. government, spending more than $1 trillion annually. At CMS, Tom played an instrumental role in designing and passing legislation to reform Medicare and create the Part D program.

Tom also made the vast agency more open and accountable to the public, including initiating the first public reporting and disclosure for comparative quality scores among hospitals, nursing homes, home health agencies, and dialysis centers. Tom also served as the Deputy Assistant to the President and Counselor to the Director of the White House Office of Management and Budget (OMB), and as an Associate Director of the OMB under President George H. W. Bush, for Senator Slade Gorton (R-WA), and on the Bush for President campaign in 1988.

In the private sector, Tom served as President and CEO of the Federation of American Hospitals, which represents roughly 1,700 privately owned hospitals. Tom was also Senior Counsel at Alston & Bird, LLP, a Partner with Patton Boggs, LLP, and an attorney with Akin Gump.

At Federal Health Policy Strategies (FHP Strategies), Tom advises clients with health care regulatory and legislative matters. He is also a general partner with Welsh, Carson, Anderson & Stowe, a private equity firm in New York.

Tom holds a B.A. from the University of Virginia and a J.D. from Catholic University.
